Public bug reported:

locked layers can be renamed without any warning but the new names do
not get saved into the svg file...

how to reproduce: open inkscape, open layers view, create new layer,
give it a name, lock layer (next to the eye icon), save, close inkscape,
reopen the file, double-click layer name, change name, press enter or
click outside, the layer has a new name, save file, reopen: the layer
retained the old name; rename of a locked layer did not produce any
errors or warnings.

imho, the name of a locked layer should be immutable, or, layers should
be renamable irrespective of the lock setting, but then the change
should be propagated into saved file...
