Public bug reported:

USB drives are only recognized if they are present at boot. If removed
after boot and reinserted or plugged in after boot, they appear not to
be recognized at all. There are no messages in /var/log/dmesg when they
are plugged in or removed.

Normally on my other systems, plugging in a usb flash drive
automatically mounts the drives and opens in it in the GUI, lists the
device in /dev/, and lists it fdisk, etc. None of this happens.
Everything seems to work as expected if plugged in at boot.

I am / will be attaching several files that may help. Please let me know
if I can provide further details or answer questions. I am on a ASUS
UX31A-DH71. Happy to answer any questions.
