Public bug reported:

When you start john (with the cron service '/usr/share/john/cronjob
start'), it complains about /var/run/john and /var/lib/john not
existing:

mktemp: failed to create file via template
`/var/run/john/cronpasswd.XXXXXX': No such file or directory

I have to make the dirs myself. And for /var/run this is especially
inconvenient, because it is deleted upon reboot.

The file /etc/cron.d/john says you can simply uncomment the commands to
make it work, but that is not the case, because of those missing dirs.
