I think this has something to do with the HP SMBIOS entries.
Incidentally it looks like there is a BIOS bug as Type 9 Slot structures
all point to 0000:00:00.0 (an actual device) not ffff:ff:1f.7 for an
inactive device.

Not sure why the others are getting renumbered in the process though
