I can confirm that the contents of /etc/hdparm.conf are not affecting the drive settings in 12.04.1 LTS.
For performance reasons I need to turn off the write-cache for my SSD. I set the correct setting in /etc/hdparm.conf, but the write-cache is still on when I boot.
