Public bug reported:

Equivs cannot currently make packages with the Multi-Arch header. This
trival patch fixes that.

This header is important and should definitely be included in equivs-
generated packaged when desired. It is necessary in order to, for
example, make library packages for cross-toolchains where the toolchain
libraries are not fully multiarched (which is the state for current
Ubuntu cross-toolchains).

The patch also sets the Multi-Arch: foreign header for this packae so
that cross-architecture dependency resolution will work correctly.
