Ah, of course it is possible that this is because there's no en_DE
locale; such cases always lead to difficulties.  In this situation we
use two different locales distributed among the various locale
categories (LC_PAPER, among others, is set to reflect the location, as
opposed to something like LC_MESSAGES).  One thought I have is that we
may only be generating the language-based locale and not the location-
based locale, which would probably cause this problem since
libpaper1.config looks at 'locale width' and 'locale height'.
