OK, this bug seems to be invalid.
While trying to reproduce it I realized that I made a mistake :

1. tried to launch /etc/init.d/apache2
=> silently failed.
2. tried to launch /usr/sbin/apache2ctl to get output
=> reported the inclusion problem
3. retried to launch via init, then fixed the NO_START

So, this bug is invalid and just reffers to the NO_START issue which is
already covered by many bug#.
