@Colin: I was experiencing exactly the same problem on fresh installations of Ubuntu 12.10 and 13.04 on my HP EliteBook 6930p.
$ cat /sys/devices/system/cpu/cpu0/cpufreq/bios_limit 800000 $ cat /sys/devices/system/cpu/cpu*/cpufreq/scaling_driver acpi-cpufreq acpi-cpufreq Your suggestion in comment #24 worked perfectly! bios_limit is now 2534000. But the question remains why this problem occurred in the first place.
