This is definitely a regression that needs an SRU.

[Impact]

Users wanting to run logcheck -t to test cannot do so in 12.04. This
worked fine in all previous versions.

[Test Case]

With logcheck installed run

su -s /bin/bash -c "/usr/sbin/logcheck -dot" logcheck
broken version will end with something like this:

D: [1358289550] error: Killing lockfile-touch - 563
D: [1358289550] error: Removing lockfile: /var/lock/logcheck/logcheck.lock
D: [1358289550] Error: Could not run logtail or save output
Error: Could not run logtail or save output.
D: [1358289550] cleanup: Removing - /tmp/logcheck.w1AYUq

[Regression Potential]

Pretty much none, this is a 1 character fix of a broken parameter.
