Public bug reported:

Since the installation of Ubuntu 12.04 apport-kde reports no bugs
anymore. I get notifications about crashed applications and am asked
whether I want to send a bugreport (a checkbox next to the
cancel/restart buttons). But when I check that box and continue, nothing
happens.

I have the idea that this is related to the following error message in 
apport.log:
