Binary package hint: oooqs2-kde
The icon that goes to the menu KDE->Utility has a bad texte encoding in french,
I guess it's encoded in ISO8859-15 rather than UTF-8. The problematic files
(they are the same) are
/usr/share/autostart/oooqs2.desktop
/usr/share/applnk/Utilities/oooqs2.desktop
and the problem is at line 6, where we can read
"Name[fr]=D?arrage rapide d'OpenOffice.org 2"
instead of
"Name[fr]=Démarrage rapide d'OpenOffice.org 2"
