I think I understood what happened:
1. During the initial installation of the cloud image, the cloud-config script 
executes a dist-upgrade
2. Yesterday (2013.01.23) there was an update for upstart
3. Upstart has been upgraded during the initial setup of the image
4. This "deregistered" (sorry if it is not exactly the right term) the upstart 
service "cloud-final", which as consequence is never executed.

I'll close this report and will file a separate bug
