My system appears to have been the poster child for the true definition
of FUBAR.  A few months ago It started getting "failed to fetch" and
other related and assorted errors when trying to do any sort of
upgrades.   I was running 10.10 and decided to incrementally upgrade
from 10.10 to 11.04 to 11.10 and so on.  Well, 11.04 imploded and
upgrading to 11.10 has given me the issues you see before you.
