Public bug reported:

I have installed libavcodec-extra-53. This means that libavcodec53 is
not installed. However, libav-tools is installed, and libav-tools has a
symlink from its changelog.Debian.gz to that of libavcodec53:

$ ls -l /usr/share/doc/libav-tools/changelog.Debian.gz
lrwxrwxrwx 1 root root 35 Jan 24 14:51 
/usr/share/doc/libav-tools/changelog.Debian.gz -> 
../libavcodec53/changelog.Debian.gz

Hence, I cannot currently read that changelog.

If there's no standard solution to coping with this situation, it seems
the easy thing to do is to duplicate changelog.Debian.gz in all those
libav* packages that do *not* conflict with libav*extra* packages. On my
system, this includes at least libav-tools, libavdevice53, libavfilter2,
libavformat53.
