Public bug reported:

down loaded ubuntu 12.10 64 bit from the Ubuntu web site. it will not
load correctly.

It only breings up this. (An attempt to configure apt to install
additional packages from the CD has failed).

All other indications from the site says that it down loaded properly.
Now I'm let with the possibility of a bug.
