Could you attach the contents of your /etc/sysctl.d/10-ipv6-privacy.conf
file?

Also, what is the result of the following two commands?

$ cat /proc/sys/net/ipv6/conf/default/use_tempaddr
$ cat /proc/sys/net/ipv6/conf/all/use_tempaddr
