Okay, so I figured out the problem.  This branch should never have been
pushed out...it was a test branch. With that said, I have submitted a
fix that more intelligently figures out if it is packaged or not.


** Description changed:

- A typo in the verb that instructs the package whether or not it in a package 
has the incorrect verb. 
+ The variable used to determine whether or not it is packaged was not
+ being exported. This results in two version of waaagent running.
