This already exist in 12.10, but it seems to be no duplicate.
Situation on thinkpad x61s: On boot or login bluetooth will be force
enabled, switching it off will not survive a logout or reboot.
The dbus passthrough from #446657 is working well here, but is
overridden by the force on desktop setting.
