I see this problem all the time.  (AMD64 Feisty)  This problem is 100%
repeatable for me.  On every startup (from a cold shutdown), the
keyboard is unresponsive at the login prompt.  My 100% reliable
workaround is unplugging the keyboard via USB cable, waiting 5 long
seconds, and reconnecting the USB cable.  Always works after that and
never any issue after login.

I will attached dmesg and lsusb files.

(I have a mini keyboard which has a single USB port on board - which is
unused by me.  Sorry, the manufacturer long since rubbed off.  Also,
point of interest, I use an 2' extension USB cable, since the orginal
cable is only 2' or so long.)
