When bootstrapping new architectures is is necessary to be able to build
with reduced dependencies in order to untangle cyclic build-
dependencies. This patch provides a worked example of that
functionality.

The syntax for this feature is not yet fully specified upstream so this
should be considered a worked example and this bug for tracking the
feature in Ubuntu, and for people to find the patch and apply it if they
need to use this feature.

The initial patch supports the '<stage1>' syntax using angle brackets.
