So I believe this is indeed fixed in Quantal in version 6.10.0-0ubuntu1 by this
changelog entry:
- Changes the swapping order of the detail mode. Now the currently
active window gets moved to the end, instead of getting swapped
with the last used window (LP: #1061229)

Now, in Raring (and trunk), this was changed (and caused a regression)

I will look into how to get the regression fixed properly in trunk and
also check with folks to make sure Quantal is now indeed fixed.
