I was effected by the same issue, with tar crashing everytime I was launching steam, which rendered steam unusable. The way I fixed this was by just renaming my ~/.local/Steam to something else and then launching steam, it will say it can't find it's stuff and give you the option to reinstall. I selected reinstall and steam now works. And since I just renamed the folder I can just copy over the game files.
