Public bug reported:
eglibc already has a DEB_STAGE=stage1 for doing the toolchain bootstrap,
but we also need a stage2 for an architecture bootstrap which builds
'full eglibc' but without libselinux and libcap2 (and libaudit) (because
those aren't built yet when building eglibc for the 1st time because in
fact nothing else is built yet).
It's a trivial patch.
You could keep the bootstrap name if desired, but I favour stage1/2 for
consistency.
The control-file profile annotations have been missed off this patch as
they can't go in the normal archive yet.
