It looks like this bug is the same as this Debian bug: http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=692013 and this has been fixed in Raring. As a workaround in previous releases, you can edit /var/lib/dpkg/info/php5-gd.prerm and comment out the php5dismod line, and then try again. Since this issue is fixed in the development release, I'm marking this bug as Fix Released.
