Re Martin Pitt: please don't assume a particular way of storing authentication and authorisation details, that's what pam is for. The main issue is that, pretty much as Jerome describes it, authentication is best handled centrally in office environments (> 10-ish users), and authorisation is best handled locally (since it's the local hardware that is being used by the remotely authorised user.
I could easily live with centrally authorised permissions as well, but (k)ubuntu doesn't seem to offer this kind of configuration in a user friendly way. This is what I believe the bugreport is about, not about it being possible (anything is, we have the source!), but being user/admin friendly to configure/setup. please consider my interpretation of the bugreport to reopen it as a wish for improved support for central authentication and (possibly de- central) authorisation.
