It's a drag-and-drop thing. The UI says: "Drag languages to arrange them
in order of preference." So you should have dragged the French item to
the top of the list.

Removing the English language is never advisable.

If you install the yelp package (not installed in Lubuntu 12.04 by
default) you can click the "Help" button on the Language Support UI. In
the help document you can read more about how it's supposed to work.
