I'm closing this bug for the reason mentioned in my last comment.

If you don't think the Background panel is sufficient, you can either
use System Settings on Unity or use the command I posted to run the
Unity version on GNOME. Or give gnome-tweak-tool a try as it is the
relatively user-friendly app for settings that GNOME doesn't include in
the regular tool. You could also try constructively engaging with the
GNOME developers and designers to improve System Settings to include the
features you believe are essential.
