So everybody seems to have a separate bug just with a similar artifact.
Can you please file separate reports so that we can actually begin
addressing the issue.

The original bug here relates to automatic downclocking of the LVDS
output as a powersaving feature on old Intel gfx. There are patches to
align that to vblank that I have been waiting years to find someone in
the position to test them....
