1. Mouse down on any software item tile.
2. Mouse up.
What happens:
1. Nothing.
2. After a second or two, USC navigates to the screen for that item.
What should happen:
1. Some more visible visual feedback.
2. The tile returns to its previous state before USC navigates to the
software item screen.
