A few more steps I've taken to resolve the issue: I have installed
module-assistant from the repositories and attempted installing fglrx in
hopes that might resolve what seems like a module building issue. With
my limited knowlege I can't say much with any authority but the card is
not detected in the udevlog but the audio chip in the same card is
detected which leads me to believe the module is not being built or
applied to the kernel correctly (my assumptions are that the audio chip
is detected because the fglrx module deals only with GPU functions and
the audio is being detected through the ordinary audio modules) and
that's where I'm focusing until momentum that direction wears out.

I've also tried following the steps of this patch in post #3 in this thread: 
http://ubuntuforums.org/showthread.php?t=2099793 to attempt to change the 
directory the installer checks for libqtcore4 and libqtgui4 via the following 
patch:

The XorgLog does seem to indicate the module is operating fine but stops
abruptly after some busy and I think unrelated messages from evdev with
only slight deviations at the end between fglrx version 8.96.4 used in
the pastebin in the main body of text and the later attempt using
version 9.1.11 in the log attached below it.

I haven't yet had any success resolving the issue.
