It's possible that nobody is seeding a full copy of the torrent. Try looking at Properties > Peers to see the completeness % of the peers you're connecting with. Often if a peer disappears, the downloaders in the swarm will all get stuck at the same % done as the exhaust sharing all the pieces they have in common with each other (in this case, 79.9%)
So, I suspect this is an issue with that particular swarm, rather than a software error.
