It's possible that nobody is seeding a full copy of the torrent. Try
looking at Properties > Peers to see the completeness % of the peers
you're connecting with. Often if a peer disappears, the downloaders in
the swarm will all get stuck at the same % done as the exhaust sharing
all the pieces they have in common with each other (in this case, 79.9%)

So, I suspect this is an issue with that particular swarm, rather than a
software error.

To test and see if your installation of Transmission can download a
well-seeded torrent properly, I'd recommend testing with something like
http://releases.ubuntu.com/12.04/ubuntu-12.04.2-desktop-i386.iso.torrent
