Public bug reported:

If SHIFT key is long pressed system activates the slow keys  accessibility. 
BUG: After press SHIFT five times  to disable this feature  SlowKeys delay as 
setted to 50 (default value) and keyboard still stay  under  this feature (but 
in interface xfce4-settings-manager its shows as disabled)

restore normal key functionality may be done by this command 
xfconf-query -c accessibility -p /SlowKeys/Delay -s 0 


PS That normal users, that makes long SHIFT press first time a not
notified  about enabling accessibility feature and may restore normal
functionality only after reboot. So need a nofication to users about
enabling accessibility
