pull-lp-source libvirt # to get the current raring source
cd libvirt-*
dpkg-checkbuilddeps debian/control # apt-get install anything missing
dpkg -i # add a changelog entry with appropriate version
debian/rules build && fakeroot debian/rules binary
# or, instead of last command
debuild -S;  cd ..; dput ppa:your/ppa *.changes
