See ubiquity/scripts/plugininstall.py. I wrote all that nearly six years ago so had largely forgotten :-) libpaper1.config has to operate under the constraint that libpaper1 hasn't even been unpacked yet, so it does have to be pretty conservative. It's certainly possible that you can do something easier elsewhere; I'm really just saying that what we have now works well in the installer context and I don't feel the need to change it.
