Seems fine! Small, clean packaging. Server team subscribed. Uses
dh_python2 and has tests that are run.
One nit is that the package name should actually be python-oslo.config
(dot instead of hyphen). But that can be done after entry into main,
since Chuck mentioned this is time sensitive.
