This bug still persist in ubuntu 12.10 amd64.
I had to change the following lines of "/lib/udev/rules.d/50-udev-default.rules"
from
# 'libusb' device nodes
SUBSYSTEM=="usb", ENV{DEVTYPE}=="usb_device", MODE="0664"
to
# 'libusb' device nodes
SUBSYSTEM=="usb", ENV{DEVTYPE}=="usb_device", MODE="0666"
Now the Borther DCP 7065 DN Scanner connected via usb is working.
