For me it is just the opposite. It is a Dell Latitude D520 with Intel sound running Feisty. If I reboot and run Skype, dead mic. Then I run Ekiga, proceed with 6x "next buttons" set audio as default in both boxes, press test button and voilà! It works. I cancel the Ekiga wizard, try an echo123 within Skype, and it is still working. I don't know what exactly Ekiga does, but it seams to fix until the next boot.
