This looks like a local configuration problem, rather than a bug in
Ubuntu, so I'm marking this bug as Invalid.

Specifically, your /etc/init.d/freeradius file is missing, which is
provided by the freeradius package. Try running "sudo apt-get
--reinstall install freeradius".
