Figured I'd chime in on this thread - this phenomenon seems to affect Windows 7 as well.
All USB capability completely disappears on resume if the X230 is left in S3 mode for a "long" period of time (ie: overnight, but without entering S4 hibernate). Leaving the X230 in sleep mode for shorter durations doesn't seem to trigger the bug.
