Ma Xiaojun summarizes it pretty well: we're using the ISO data and we
don't want to modify it unilaterally. Also, whatever is done in the
Software Center (and other places where the iso-codes data is used), it
will be a bug to some.
Could you not translate iso-codes so that in your language Taiwan does
not appear translated as "Province"?
