This was never an apt bug; the log shows:

 Selecting previously deselected package wine1.2.
 dpkg: regarding .../wine1.2_1.1.42-0ubuntu4_amd64.deb containing wine1.2:
  wine1.2 conflicts with wine (<< 1.2)
   wine (version 1.1.42-0ubuntu4) is present and unpacked but not configured.

That's an error message from dpkg rather than apt.

I suspect the bug has been fixed in the meantime, as it hasn't been
reported with later versions of dpkg.
