We are limited by what Pango and CSS do. CSS does not define a weight of 1000. I don't see a weight of 1000 listed in the CSS3 Fonts Module working draft. If you think that this is important then you should send a comment to the CSS working group. There will be a public comment period and all comments must be responded to before the spec can be finalized, but it would be best to contact them earlier.
