Thanks for using Ubuntu and reporting a bug. I cannot reproduce this.
Both the /etc/default/ufw and before.rules look ok. This feels like
another firewall program is installed on the system. Can you reboot then
attach the output of 'sudo ufw show raw' when the system is not
responding to pings?
