Hello - thanks for the bug report.
I suppose that we could add a --nopwcheck option to ecryptfs-migrate-
home, but I'm curious about this line in your bug description:

Do you have any idea why ecryptfs-migrate-home doesn't work consistently
after you manually add the --nopwcheck option to the call to ecryptfs-
setup-private? What happens when it fails?
