No, you don't need to send the whole package. It's probably one of two things: 1) something went wrong with the fglrx packaging/building 2) your card needs an updated version of fglrx (as you've suggested)
I was trying to rule out the first possibility, but I personally don't want you to try to install it againjust for the sake of debugging if everything's working (though you might try it in a separate partition or Live environment if possible).
