Public bug reported:

If passing user-setup/encrypt-home=true as preseeding, creation of live session 
user fails.

Minimal steps to reproduce:
 1. boot from ISO
 2. focus "Try Ubuntu without installing"
 3. change kernel parameter from "quiet splash" to "single 
user-setup/encrypt-home=true"
 4. boot

Expected result:
 live session user is created.
 $ id ubuntu
    uid=999(ubuntu) gid=...

Actual result:
 live session user is not created.
 $ id ubuntu
    id: ubuntu: No such user
