Please sync m4 1.4.16-5 (main) from Debian unstable (main)
Explanation of the Ubuntu delta and why it can be dropped:
* Avoid assuming that gets is declared.
Similar changes were made in Debian, and the new Debian version does not FTBFS
in my amd64 pbuilder.

* Added fix for gnulib compilation against eglibc 2.16, which no longer
