http://www.ubuntu.com/getubuntu/releasenotes?os=xubuntu&ver=13.04&lang=${LANG}
The release notes url goes to correct location, the redirector, up until
13.04 is actually released, then it goes to a useful place instead.
You may wish to contact xubuntu folks to ask them to create a landing
page for 13.04 development release notes, while raring is in
development....
