This is also the most common scenario among debian/ubuntu packages. (I just did a quick check and about 80% of all example packages I looked at are only suggested by the main package.) However, if you (or whoever is in charge of this package) feel that the examples are very important, then they could be recommended instead of suggested. I'm not really very familiar with the examples in question.
